Monitoring & Evaluation Services in Sierra Leone
Monitoring and evaluation succeeds or fails on one thing: whether the data underneath it can be trusted. A results framework is only as good as the field data feeding it — and in most programmes, that data is collected by the same people whose performance it measures.
InfraPro (SL) Limited is a Freetown-based project management and M&E firm. We design and run monitoring and evaluation for donor-funded programmes across Sierra Leone — and we do it with a capability most M&E providers cannot offer: every indicator value we report carries a visible evidence grade, and our own accredited officers who independently verify results on the ground.
What we deliver
Results framework design.
We work with programme teams to define the indicators that actually matter — outputs, outcomes, and the assumptions connecting them — structured so that field data collection maps cleanly onto the framework rather than becoming a separate, parallel exercise.
Indicator tracking without double entry.
Field data feeds indicator progress through the same reporting channel field teams already use daily: WhatsApp. There is no second data-collection round, no spreadsheet reconciliation, no enumerator app to procure and train on. A report from the field updates the indicator it belongs to.
Evidence-graded results.
This is where our M&E differs from conventional practice. Every data point in our platform, FieldIntel, is permanently marked by how it was captured — Verified (recorded on site by an accredited InfraPro officer), Photo-backed (field-reported with photographic evidence), or Claim-only (a claim without supporting evidence). When a scorecard says an indicator is on track, the reader can see precisely how much of that conclusion rests on independently verified data versus self-reporting. The grade is fixed at capture and cannot be edited afterwards.
Live results reporting.
Programme teams and funders see indicator progress on a live dashboard and in automatically generated scorecards — not in a quarterly document assembled weeks after the reporting period closed. Bespoke report formats aligned to specific donor requirements are available for larger programmes.
Independent verification, on demand.
Where an indicator, a site or a reporting period needs independent confirmation, our accredited officers visit, record evidence, and the verification enters the record at the highest evidence grade. Verification is commissioned per visit, so it scales with programme risk.
An M&E firm with feet on the ground
Sierra Leone's programme delivery landscape is dispersed: water points in provincial districts, road works along trunk corridors, energy installations far from Freetown, community-level service delivery beyond reliable network coverage. Conventional M&E handles this with periodic field missions — expensive, infrequent, and announced in advance.
Our model is different. Field teams report continuously over WhatsApp, including an offline flow for sites without coverage, and our officer network conducts physical verification visits across the Western Area and the provinces. The result is an evidence base that is current every week, not reconstructed every quarter — with the honest gaps visible rather than papered over.
Who we work with
Donor-funded programmes requiring credible results measurement against a logframe or results framework.
INGOs and local implementing organisations who need M&E capacity without building an in-house data team.
Funders and programme boards commissioning independent M&E or third-party review of implementer-reported results.
Government programmes and PIUs tracking delivery across many sites and contractors.

Questions programme teams ask
Do you design results frameworks from scratch?
Yes. We design indicator frameworks and theories of change with programme teams, or adapt an existing donor logframe so field data collection maps directly onto it without double entry.
How is your M&E different from using a data-collection tool?
A tool collects what your team enters — the results remain self-reported. Our M&E adds two things software alone cannot: a permanent evidence grade on every data point, and accredited officers who independently verify results on the ground.
Can funders see results directly?
Yes. Client-viewer access gives funders and boards read-only visibility of dashboards and scorecards, without operational access to the programme's workspace.
Do you work outside Freetown?
Yes. Field reporting runs over WhatsApp with an offline flow for sites beyond network coverage, and our officers conduct verification visits across Sierra Leone's provinces.
